Cook the pasta according to the instructions on the box, drain and set aside.
To a large skillet, add the olive oil, garlic, lemon zest and red pepper flakes.
Cook on medium heat, stirring often to avoid burning, until the garlic is fragrant and slightly softened (about 5 minutes).
Lower the heat to low, add the cooked pasta and lemon juice and toss together.
Turn off the heat, and remove from the burner. Add 2/3 of the cheese, mix together and taste the pasta, add any salt or pepper as needed and mix again.
Serve topped with the remaining cheese and parsley.
