Lightly coat a 9x13 baking dish with olive oil spray.
Heat a skillet over medium heat, spray with olive oil and add in the onion. Cook, stirring occasionally for 5 minutes.
Stir in flour, then slowly add in milk. Finally, add in the potatoes. Mix and bring to a boil.
Stir in 1/2 cup cheese, salt and black pepper.
Pour mixture into prepared baking dish. Cover with foil and place in the oven.
Bake for 20 minutes, remove the foil and bake for 1 hour more.
Remove from the oven and sprinkle with remaining 1/4 cup cheese. Place back in the oven and broil for 2-5 minutes (watch closely) then remove from the oven.
