Line an 9x9 baking dish with parchment paper (if you crumple it first then smooth out, it's easier) and set aside.
In a food processor or high speed blender, add the oatmeal and blend until it's the consistency of flour.
To the oat flour, add nut butter, protein powder, and water and blend until smooth.
Fold in the chocolate chips until well distributed.
Transfer to the prepared baking dish and press down to evenly distribute.
Refrigerate for 2-3 hours until firm.
Remove the protein bars from the fridge, and cut into 10 bars.
